Every verified human receives a base vote of 1.0 — inviolable and equal. Additional weight (up to 1.5 max) comes from demonstrated comprehension and proximity to the issue, ensuring informed participation without undermining equality.

Before tallying, votes pass through a mixnet — a network of servers that cryptographically shuffle them, severing any remaining link between voter and vote.
